I was able to successfully complete the event last night after doing both of those things (and running void, not strand). If you've been able to join Vex Strike Force public events on Neomuna, you may have been encountering errors that boot you out. There's been speculation that the errors are caused by too much Strand ability spam. As much fun as I've been having with the Banner of War aspect, I've started using Bonk Hammer again instead in these encounters.
